By 1943 the USAAF had authorized the construction of 3 prototypes which would be known as the XC-97. In order to accommodate it's new role as a transport, several modifications were made to the basic B-29 design. Most obvious was the new upper section of the fuselage, which formed a double-bubble with the attached lower lope.

After the success of the XC-97's maiden flight in 1944 and its evaluation in 1945, ten service-test aircraft were ordered in three variations. Six cargo versions were designated YC-97. Three troop carriers were specified YC-97A. One airline style model with 80 passenger seats was designated YC-97B.

In March of 1947, twenty-seven C-97A troop carriers were commissioned. The C-97A was able to accommodate 134 troops or carry a 53,000 pound payload equivalent to a pair of light tanks.

It was one of the first aircraft with the capability to fly with a payload of this kind at a top speed of 383mph, with a range of 3,100miles while it also maintained a very high service ceiling of 29,000 feet.
